Why UAE Expats Are Moving to Spain

Spain offers something the UAE doesn't — and for many UAE expats, it is the natural next step after years in the Gulf.

🏛️

Seasons, heritage, and culture

After years in the UAE's relentless heat and modernist landscape, Spain's distinct seasons, ancient cities, coastal villages, and 3,000-year history offer something fundamentally different. For many UAE expats, it is precisely what has been missing — a genuinely European life.

🇪🇺

EU freedom of movement

Living in Spain as an NLV holder gives your family access to the EU — easy travel, education, and eventually the option of permanent residency. For families with children in international schools, the shift to Europe opens up opportunities the UAE simply cannot offer long-term.

🧓

No UAE state pension — plan ahead

The UAE has no state pension. Many UAE expats have spent years building private pensions, investment portfolios, and rental income in their home countries — exactly the passive income streams that qualify for Spain's NLV. Spain makes the retirement planning conversation concrete.

🏥

World-class healthcare

Spain's healthcare system is consistently ranked among Europe's best. Private NLV-compliant health insurance — required for the visa — typically costs €500–€2,000/year. For UAE expats accustomed to corporate health cover, Spain's accessible and excellent healthcare is a major draw.

💼

Strong passive income profiles

UAE expats — particularly British, South African, and Australian nationals — often have extensive passive income: rental portfolios back home, investment accounts, and maturing pension funds. These are exactly what the NLV requires. Many UAE expats are stronger NLV candidates than they realise.

🛂

The NLV — the right legal route

As non-EU citizens, UAE expats who want to live in Spain without working need the Non-Lucrative Visa. It provides a clear legal pathway from initial residency through to permanent residency after 5 continuous years — and ultimately, Spanish citizenship after 10 years.

UAE Good Conduct Certificate — What UAE Expats Need to Know

The criminal record requirement is more complex for UAE expats than for most applicants. You need police clearance from every country you have lived in for 6 or more months in the last 5 years.

UAE Good Conduct Certificate

UAE residents must obtain a UAE Good Conduct Certificate from Dubai Police or Abu Dhabi Police (depending on your emirate of residence). This is a mandatory additional document for UAE-based NLV applicants. The certificate is issued in Arabic and requires a sworn Spanish translation before submission to the consulate. Allow time for both the certificate and the certified translation.

Home country police certificate — also required

As a UAE expat, you almost certainly also need a police certificate from your country of citizenship or prior residence. British applicants need an ACRO Police Certificate (apostilled). South African applicants need a SAPS Police Clearance Certificate (apostilled by DIRCO). Australian applicants need an AFP National Police Check (apostilled by DFAT). The UAE certificate does not replace your home country certificate — both are required.

The Arabic translation requirement

The UAE Good Conduct Certificate is issued in Arabic. Before submitting it to the Spanish consulate, it must be translated into Spanish by a sworn translator (traductor jurado). This is not a standard translation — it must be certified by an authorised sworn Spanish translator. Our specialists coordinate this translation as part of your application service.

Start early — this is time-sensitive

Between obtaining your UAE Good Conduct Certificate, organising your home country police certificate and apostille, and arranging the sworn Spanish translation of the UAE document, allow a minimum of 4–8 weeks for the criminal record element alone. Our specialists flag this as a top priority from day one of your application.

Income Evidence for UAE Expats

The NLV requires approximately €2,400/month for a single applicant in passive income. Your UAE salary does not qualify — but many UAE expats have excellent qualifying income they may not have considered.

⚠️

UAE salary is NOT passive income

Your employment salary in the UAE is active income — it does not qualify for the NLV. Spain's Non-Lucrative Visa requires income from passive sources that continue without active work: pensions, rental income, dividends, and investment returns. When you assess your eligibility, set your UAE salary aside entirely.

🏠

Rental income from UK/SA/AU properties

Rental income from properties you own in the UK, South Africa, Australia, or elsewhere qualifies perfectly for the NLV income threshold. Many UAE expats have maintained property investments in their home countries — buy-to-let portfolios, rental flats, family homes generating rental income. This is strong NLV income evidence.

📈

Investment and portfolio income

Dividends, interest, and income distributions from investment portfolios — ISAs, share portfolios, investment accounts in the UK or elsewhere — qualify toward the NLV threshold. UAE expats who have been investing over many years often have substantial qualifying investment income.

🧓

Pension income

Private pension income — UK pension funds, QROPS, Australian superannuation distributions, or South African retirement annuities — qualifies as passive income for the NLV. If you have a private pension that has started or will soon start paying out, this is direct NLV income evidence.

💱

AED income and EUR conversion

Where passive income is denominated in AED or other currencies, it is converted to euros at the ECB reference rate for NLV threshold assessment. The AED is pegged to the USD, so AED/EUR fluctuations are driven by EUR/USD movements. Our eligibility check uses the current rate to give you an accurate picture.

💰

Savings as a supplement

Substantial savings in bank accounts can supplement monthly passive income where it falls slightly below the NLV threshold. The treatment of savings varies between consulates. Our specialists advise on how the Dubai consulate assesses savings and how to present your financial position most effectively.

Health Insurance for UAE Expats — Spain-Specific Policy Required

Your UAE health insurance is not valid for Spain's NLV — you need a compliant Spain-specific private policy.

UAE employer health cover is not accepted

UAE employer-provided health insurance — even comprehensive international plans — is not accepted as NLV-compliant health insurance for Spain. Spanish consulates require a policy specifically valid throughout all of Spain, with no co-payments, no exclusions for pre-existing conditions, no waiting periods, and coverage equivalent to Spain's public health system. Standard UAE health plans do not meet these criteria.

What NLV-compliant insurance requires

Your NLV health insurance policy must be valid throughout Spain (not just certain regions or cities), cover all medical eventualities without co-payments, have no exclusions for pre-existing conditions, and include no waiting periods. The policy must be from an insurer recognised by Spanish authorities. Our service arranges compliant policies through our partner providers — typically costing €500–€2,000/year depending on age and coverage.

Spain Offers What the UAE Doesn't

For many UAE expats, the decision to move to Spain is about more than tax or finances — it's about the next chapter of life.

🌊

Coastline and climate without the extremes

Spain's Mediterranean and Atlantic coastlines offer warm summers and mild winters — genuine seasons without the UAE's extreme summer heat. The Costa del Sol, Andalucia, Alicante's Costa Blanca, and the Balearic Islands are popular UAE expat destinations for exactly this reason.

🍷

Food, culture, and pace of life

Spain consistently ranks among Europe's top countries for quality of life. Excellent food, vibrant social culture, world-class wine, a relaxed pace of daily life, and the warmth of Spanish communities — these are factors UAE expats consistently cite when explaining their move to Spain.

👨‍👩‍👧

A better place to grow old — or raise a family

Spain's education system, healthcare, safety record, and community feel make it an excellent place for both families and retirees. For UAE expats in their 40s, 50s, and beyond — asking "where do we actually want to live long-term?" — Spain answers the question compellingly.

UAE Expats — Frequently Asked Questions

Can I apply for Spain's NLV from the UAE?

Yes. If you are legally residing in the UAE, you apply for Spain's Non-Lucrative Visa at the Spanish Consulate General in Dubai. The consulate serves UAE residents. You must meet the NLV income threshold (approximately €2,400/month for a single applicant) in passive income, hold NLV-compliant health insurance, and provide police clearance from every country you have lived in for 6 or more months in the last 5 years — including a UAE Good Conduct Certificate alongside your home country police certificate.

What police certificates do I need as a UAE expat?

You need police clearance from every country you have lived in for 6 or more months in the last 5 years. For most UAE expats, this means two certificates: (1) a UAE Good Conduct Certificate from Dubai Police or Abu Dhabi Police — issued in Arabic, requiring a sworn Spanish translation; and (2) a police certificate from your country of citizenship or prior residence — apostilled for international use. British applicants need an ACRO Police Certificate, South Africans need a SAPS clearance apostilled by DIRCO, Australians need an AFP National Police Check. Our specialists guide you through both requirements.

My income is my UAE salary — does that qualify?

No. A UAE employment salary is active income and does not qualify for Spain's Non-Lucrative Visa. The NLV requires passive income — income that continues without active employment, such as pension income, rental income from properties you own, dividends, or investment portfolio income. If your only income is your UAE salary, you would not currently qualify. However, many UAE expats have qualifying passive income — rental properties in the UK or elsewhere, investment accounts, pension funds — that they may not have considered. Contact us for a free eligibility assessment.

Can I use my UAE health insurance for the NLV?

No. UAE-issued health insurance — including comprehensive employer-provided plans — is not accepted for Spain's NLV. You need a Spain-specific private health insurance policy that is valid throughout all of Spain, with no co-payments, no exclusions for pre-existing conditions, no waiting periods, and coverage equivalent to Spain's public health system. Our service arranges compliant NLV health insurance through our partner providers. Premiums are typically €500–€2,000/year depending on age and coverage level.

How is my AED income assessed for the NLV threshold?

Passive income in AED is converted to euros at the European Central Bank (ECB) reference rate for NLV income threshold assessment. The AED is pegged to the US dollar at a fixed rate, so AED/EUR fluctuations are driven by EUR/USD movements. The NLV income threshold is approximately €2,400/month for a single applicant (400% of Spain's IPREM). Our eligibility assessment uses the current exchange rate to give you an accurate AED equivalent before you commit to applying.

How long does it take to get an NLV from the UAE?

The total timeline from starting your application to visa in hand is typically 4–6 months. The most time-sensitive element is your criminal record documentation — allow 4–8 weeks for your UAE Good Conduct Certificate, sworn translation, and home country police certificate/apostille combined. Once documents are ready, consulate appointment waiting times at Dubai are typically 4–10 weeks, with processing after submission taking a further 4–10 weeks. Our specialists optimise your timeline by ensuring all documents are started immediately and in the right order.
